delighted to have the opportunity to address you today as Shadow
Minister for Tourism about the challenges facing the tourism industry.
I hope to cover what we, in our Shadow DCMS Team under Julie Kirkbride,
believe are some of the key concerns of your industry and at the same
time give you a greater understanding of the Conservative approach to
these issues. May I also take this opportunity to pay tribute to my
predecessor in this post, John Greenway, for all the work he did with
and for the tourism industry.

would like to address, in the limited time I have available, just a
couple of themes that I believe tie in with the overarching themes of
your Conference.
COUNCIL
TAX - CAMBRIDGESHIRE

March ... The thud
of the Council Tax Bill through the letterbox last week will have
produced for many people (particularly pensioners) the biggest
financial shock in a long time. The immediate reaction will be to take
it out on the Council that sent out the bill (in this case Fenland),
but the bulk of the bill is made up of expenditure by Cambridgeshire
County Council for vital services such as social services, education
and transport.

farmers and fishermen their problems and concerns. Over the last few

Wales, places as far removed from our Fens landscape as you could wish
to find.

country seems to have been hit with a number of problems of late. The
fuel tax issue has raised its head again with the Chancellor
attempting to head off public support for the protestors by doing a
u-turn on policy (freezing future tax increases for two years and
offering tax reductions on environmentally-friendly low sulphur fuel);
the incessant rainfall of the last two months has lead to very severe
flooding in many different parts of the country which has opened up
the debate on global warming again; the Hatfield rail crash
precipitated an unprecedented inspection of all major rail track and a
huge repair programme which has brought real chaos to the rail
timetable; and the debacle of the Dome just seems to run and run with
ever-embarrassing revelations of who was responsible for what.

week’s announcement by the Government that it intends to make
further use of the private health sector will have come as a bit of a
shock to their traditional supporters as well as those who were lead
to believe that Labour’s policy was ‘NHS good – private health
bad’.

took a telephone call at the Constituency Office the other day from a
retired constituent (an ex-policeman to be exact) who wished to
register a complaint against the Cambridgeshire Police whom he had
occasion to telephone three times in one evening because of
intimidation and harassment in his own home by a gang of youths from
his own village – calls that brought no response!

WESTMINSTER...Despite
what the Prime Minister believes the forces of conservatism seem alive
and kicking at the moment. First of all we had the republicans routed
by the royalists in the constitutional referendum in Australia. How
ironic that the Australian rugby captain (a staunch republican)
received the Rugby World Cup from Her Majesty the day after the result
was announced. Then the Queen enjoyed an ecstatic welcome in Ghana on
the occasion of their state opening of Parliament. No lack of
enthusiasm for a constitutional monarch there!

WESTMINSTER...I
admit to being puzzled these last two weeks about a series of events
which affect all our lives, both directly and indirectly. First of
all, I can't understand why beef-on-the-bone produced in this country
is deemed a serious danger to my health, whereas any type of beef
imported from France, now proven to have been fed on reconsituted
animal and human sewage, is pronounced safe.
