Debates
by Malcolm
Moss
- Seasonal Agricultural Workers Scheme (5 Nov 2008)
-
- Malcolm Moss: Like my hon. Friend I welcome the Minister to this rather tricky post that he has inherited. I thank him for his reply, but the issue is not that we have plenty of Polish, Latvian and Lithuanian workers. There are more in my constituency, probably, than anywhere in the country—working mainly in factories. We cannot get the same workers who are building a life for themselves in our...

- Seasonal Agricultural Workers Scheme (5 Nov 2008)
-
- Malcolm Moss: I congratulate my hon. Friend on securing this important debate. Does he agree that SAWS is a well-tried and tested system in which seasonal workers do not place pressure on the housing market or impinge on the benefits or schooling systems? As he rightly says, it is not to be confused with migration and immigration issues.
-
- Seasonal Agricultural Workers Scheme (5 Nov 2008)
-
- Malcolm Moss: I am listening extremely carefully to the proposals for solving this problem that my hon. Friend is putting forward. As I understand it, there is an EU directive that is behind this change to SAWS; it says that we cannot bring in workers from outside the EU if there are EU workers available to do the work. However, this is not just a problem for the UK. As I understand it, France, Spain,...
- Business of the House (5 Jun 2008)
- Malcolm Moss: Will the Leader of the House please bring early-day motion 1349, which requests a statement on the upgrading of the A14 in Cambridgeshire, to the attention of her right hon. Friend the Secretary of State for Transport? [ That this House is alarmed by the 52 deaths on the A14 in Cambridgeshire in the last 10 years; notes with concern there have been 12 serious accidents on the trunk road this...

Malcolm Moss:
I apologise for
my late arrival,
but I was in the
Foreign Affairs
Committee, which
is producing an
important
report.
Otherwise, I
would have liked
to have spoken
in this debate.
The key issue is
that the
Government seem
to be making
some allowance
for migrant
workers and the
growth in
population by
giving
additional
moneys to local
authorities with
problems
associated with
migration, and
yet...
-
- Global Security (Middle East) (24 Jan 2008)
-
- Malcolm Moss: The hon. Lady mentioned Northern Ireland. We have to be very careful not to read across from the Northern Ireland situation. It seems to me that, if there is to be a peace process, both sides must have a deep desire for peace. The Northern Ireland process began with a message, through unusual channels, from the IRA that more or less said that the war was over and it wanted to negotiate. It...
-
- Global Security (Middle East) (24 Jan 2008)
-
- Malcolm Moss: The hon. Gentleman is painting a picture of a dire situation in Gaza. No one can listen to what he is saying without some sympathy, but he waxed lyrical about the political imperative and the importance of Hamas gaining a democratic victory. Do the politicians of Hamas care about their own people? Does he agree that if they stopped firing rockets and revoked their intention to obliterate...

-
- Malcolm Moss: Will the hon. Gentleman give way?
-
- Global Security (Middle East) (24 Jan 2008)
-
- Malcolm Moss: I am following the hon. Gentleman's argument carefully, and he obviously knows far more about Gaza than I do. The Committee did not go there during the trip to the area that I went on. It seems to me that, if the hon. Gentleman talks of a prison, that prison is the sea, two perimeters with Israel and one with Egypt. Are the Egyptians as culpable as the Israelis for the imprisonment of the...
- Department for Environment, Food and Rural Affairs (4 Dec 2007)
-
- Malcolm Moss: In his speech, the Secretary of State admitted, in his inimitable and endearing style, that when the Government have failures, they should admit to them. Frankly, there have been many failures in his Department, although I am happy to admit that many of them occurred before he began his watch. There have been so many examples of incompetence and there has been such a waste of public money,...

EU Migrants
(Peterborough
and
Cambridgeshire)
(13 Jun 2007)
-
Malcolm Moss:
I take it from
what the
Minister has
just been saying
that the
Government have
the means to
track these
migrant workers
who are on the
registration
scheme, in terms
not only of the
work that they
take on but of
any benefits
that they draw,
or may seek to
draw further
down the line. I
would like
confirmation
that we have the
facility to
determine that X
per cent. of
those on the
scheme have...

-
Malcolm Moss:
Having received
a mild rebuke
from the
Minister, I
should point out
that I prefaced
my remarks with
the word "may".
I said "they
may", not "they
will".

-
Malcolm Moss:
The Minister is
now encouraging
me, on a
political front,
to make sure
that she does
not get away
with all sorts
of things in
Hansard. She
said that we did
not pray against
the regulations,
but she will
admit that they
were introduced
as a statutory
instrument that
was dealt with
under the
negative
procedure, of
which hundreds
are printed
every day. I
would not for
one moment say
that my...

Malcolm Moss:
I am grateful to
the Minister for
giving way; she
has been
extremely
generous in
allowing
interventions.
What she says is
good news, but
she uses the
word "will".
Should I take it
from that that
the body will be
formed at some
point in the
future, or is it
up and running?
If it is not,
when will it be
formed?

Malcolm Moss:
It is a great
pleasure to
follow my neighb
our and
colleague, my
hon. Friend the
Member for
Peterborough
(Mr. Jackson).
We share a long
boundary, and
the boundary
changes for the
next election
mean that a
significant
portion of my
constituency
will be passed
over to him. I
congratulate my
hon. Friend the
Member for
Peterborough on
securing this
debate, and on
the remarkable
tour de force
with...

(13 Jun 2007)
-
Malcolm Moss:
My hon. Friend
makes an
excellent and
valid point. The
previous
Conservative
Administration
joined the
single market,
which ensured
that there would
be free movement
of labour and
people. However,
the Government
missed a trick
in the
enlargement
negotiations
when they did
not make
absolutely
certain that we
could control
the flow of
migrant workers.
Other countries
managed it much
more...

-
Malcolm Moss:
I am sure that
that is indeed
true. I am not
just talking
about my
schools; I am
sure that
schools in other
areas,
particularly
Catholic
schools, are
doing the same
thing. The
Catholic church
in Wisbech in my
constituency is
overjoyed at the
congregation
that it gets
from the Polish
community. It
has two sittings
on a Sunday
simply to
accommodate
people. In fact,
there is quite a
joke about...
EU Migrants

(13 Jun 2007)
-
Malcolm Moss:
I do indeed. I
suspect that the
Secretary of
State for
Communities and
Local Government
has come to the
same conclusion,
namely, that it
would be far
better to invest
in English
language courses
at further
education
colleges and
other places
instead of
having these
huge translation
costs. There are
not many people
we can call on,
and it is very
expensive. Worse
than that, as
there are not
many...

Royal Assent:
Bicentenary of the Abolition of the
Slave Trade
(20 Mar 2007)
-
Malcolm Moss:
May I begin by saying that it is a
pleasure to follow the hon. Member
for Kingston upon Hull, North (Ms
Johnson), who spoke with great pride
and passion about her constituency?
I am particularly pleased that she
spoke in great detail about William
Wilberforce, because that gives me
an excuse to wax lyrical about one
of the famous sons of my own
constituency. May I congratulate the
Government...
-
Royal Assent: Bicentenary of the
Abolition of the Slave Trade
(20 Mar 2007)
-
Malcolm Moss:
Mrs. Woollard has also contacted me
and I have replied to her. We cannot
claim to be doing as much as Hull,
but perhaps the resources of Fenland
district council and Wisbech town
council are not of comparable
magnitude. However, there is a
programme ably run, mainly by the
Wisbech Society. There are church
services, including one a week on
Sunday, and there will be other
events throughout the...

Royal Assent: Bicentenary of the
Abolition of the Slave Trade
(20 Mar 2007)
-
Malcolm Moss:
That's all right, then. We are
indeed promoting Wisbech and Thomas
Clarkson and doing our bit for the
Westminster Hall exhibition.
Clarkson copied out the muster rolls
at the Merchants hall. He got
together a support group to initiate
a huge signature gathering operation
for petitions to Parliament, and he
met local newspaper editors to
persuade them to print articles
against the trade. All...
Slave Trade (18 Dec 2006)
Malcolm Moss:
Public opinion on the slave trade would not have
been changed as early as it was without the
meticulous research and lifelong campaigning of
Thomas Clarkson of Wisbech in my constituency. While
the bicentenary celebrations rightly focus on the
parliamentary efforts of William Wilberforce and his
connection with Hull, does the Minister agree that
that should not be to the exclusion of other key
abolitionists and their links to other
constituencies?
Farepak (7 Nov 2006)
Malcolm Moss:
I congratulate
the hon. Member for South
Swindon (Anne Snelgrove) on securing the
debate. It is an indication of the impact that the
scandal has had on constituencies throughout the
country, and hon. Members from all parties, that we
have a record attendance for a Westminster Hall
debate.

Points of
Order: Broadcasting
(10
Jul 2006)
-
Malcolm Moss:
It is a great pleasure to follow
my hon. Friend the Member for
Wantage (Mr. Vaizey), who made a
powerful and telling speech. I
commend him on his patience and
long suffering because in our
last such debate, he was also
the last Member to be called
before the wind-ups. It was all
the better for waiting for such
an excellent contribution. This
is our third such debate in as
many weeks. I...

Analogue Switch-Off
(6 Jul 2006)
- Malcolm
Moss: We have said that
it is another stealth tax, so I agree with the hon.
Gentleman. There are all sorts of issues that we
could go over, but I suspect that we would repeat
points that many hon. Members have already made in
the debate. The switchover is a massive undertaking.
I can see the need for the Government to appear firm
in their resolve by setting dates for future
activity, but as we heard...
